Approvals from Bureau of Indian Standards

The Bureau of Indian Standards offers various variants Product Certification Schemes, the prominent ones being ‘ISI Mark Licensing’ and ‘Registration (commonly known as CRS)’. Both the Schemes could be subscribed to on Voluntary basis for demonstrating compliance of their goods to Indian Standards by the manufacturers. In addition, Licensing for ISI Mark is also available for Overseas Manufacturers under Foreign Manufacturers Certification Scheme (FMCS).

Compulsory Registration Scheme (BIS Registration)

The Registration Scheme came into existence around 2012 with the advent of India to introduce regulation into the Electronics Sector. Designed for low risk items that could be qualified based on self declaration, the registration scheme is commonly known as CRS (Compulsory Registration Scheme), when it is mandated for certain goods by any regulating Ministry in India. ‘Ministry of Electronics & Information Technology’ (MeitY) has notified “Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012″on 3 Oct 2012 and with various subsequent additions various Electrical / Electronic goods have been mandated for CRS based on their compliance to Indian Safety Standards. The Scheme has also been subsequently invoked by Ministry of New and Renewable Energy (MNRE) by an Order called the Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017 and its subsequent iterations. Many items used for Solar Photovoltaic Systems are mandated under CRS today.  The CRS is a comparatively simpler version of certification where manufacturer could go to any of the BIS recognised labs for testing of its products. It can file application for registration with the BIS with a copy of Self Declaration and Test reports. Bureau of Indian Standards then registers the manufacturers under its registration scheme who are permitted to use CRS Mark Logo with respective registration number granted by BIS on the registered products. Basic Rules

  • Registration granted only to Manufacturers and not to traders / brand owners etc.
  • Overseas Manufacturers must have an Authorized Indian Representative.
  • Manufacturer / Brand Owner etc. having multiple factory locations for one product, would have to apply for separate BIS registration for each factory location
  • Separate category of products of a single manufacturer coming out of the same factory shall be granted independent Registration
  • Same product of a manufacturer supporting different brands would need to be Registered independently for each brand.
  • However, products of the same category from the same manufacturer can have different models, that could be covered under the same Registration
  • Similarly, products of the same category from the same manufacturer qualifying the Series guidelines issued by respective regulators could be registered under the same registration as family models

Documents Required for Registration:

  • Legal Entity Status Document of Manufacturer (with Authenticated English Translation, if not in official Indian Language)
  • Legal Entity Status Document of the Authorised Indian Representative (with Authenticated English Translation, if not in official Indian Language)
  • An Authorisation / Agreement between the Manufacturer and the ALR (Format could be provided on demand) signed and stamped by CEO of the Manufacturing Unit.
  • Declaration justifying similarity of family models of products (against notified series guidelines), in case the request is for approval of series
  • Trade Mark Registration Copy (Brand Name Registration) along with No Objection from Trade Mark / brand Owner in favour of Factory to use the same
  • Filled in Application Form, duly signed and stamped by CEO of Manufacturing Unit countersigned by the ALR
  • Copy of Test Report (also Original Report) for the product from a BIS Recognised Test Lab
  • Undertaking as per BIS Format signed by ALR / CEO of Manufacturing Unit
  • All documents must be signed and stamped by the Manufacturer and countersigned by ALR

Testing of a Product by BIS Recognised Lab for Registration or Licensing would need the following:

  • Creating registered log-in by the applicant on BIS – CRS Portal
  • Raising of Test Request from BIS Portal in favour of Chosen Lab
  • Submission of the samples of the product to test lab
  • Documentary Inputs for testing like User Manual, Schematic Diagram, PCB Layout, transformer Construction Data, Safety Critical Components’ List (CCL)
  • If needed, spares or repair support may be needed to continue testing, if product does not come up after fault conditioning
  • Under Smart Registration, labs would directly upload the test report to BIS
