WPC Approvals – Wireless Planning and Coordination

WPC is the designated National Radio Regulatory Authority involved in Frequency Spectrum Management. While products designed for operations with limited power in free frequency bands need to register, products in unlicensed bands follow a more controlled regime where frequency allocation requirements need to be complied to as a pre-requisite. WPC also awards frequencies for limited time duration and limited by space boundaries for experiments through experimental licenses. So basically, product using frequency spectrum are needed to seek WPC Approval before import / placement in Indian markets. The range typically includes products with Bluetooth, Wireless, Local Area Network Access Technology (Wi Fi), Small Digital Radios (Zigbee), and Radio Frequency Identification Devices (RFID) and products for IoTs (Internet of Things) among others.

Basic Rules

ETA (Equipment Type Approval) is granted by WPC after ascertaining Frequency, RF and power parameters of the product. ETA once granted remain valid for lifetime unless changes are made to the product design.

Once ETA is available, importers can apply for Import License to place goods onto Indian Markets.

Documents Required

Typical Documents Needed for WPC Approvals are

Equipment Type Approval (ETA)

  • Product Brochure and Specification Sheet particularly depicted Frequency and RF Power.
  • Radio Frequency (RF) Test Report (FCC – USA or ETSI – European Norms) from an ISO 17025 accredited Test Laboratory covering at least the test results for Frequency Range, Peak Power, Occupied Bandwidth, Power Spectral Density and Out of Band Emissions
  • Authorization Local Representative (ALR) in India
  • Legal Entity Status in India of the ALR
  • In case test reports are not available, testing can be organised at Indian Labs, in which case samples need to be provided.

Import License

  • ETA Certificate issued by WPC
  • Purchase Order and Performa Invoice for the Consignment to be imported
